DESCRIPTION OF AMENDMENT 0006: The purpose of Amendment 0006 is to provide a final administrative clarification regarding Key Personnel staffing flexibility in response to industry inquiries. Questions & Answers (Q&A) Update: Consolidated Q and A - Final - Revised - Amendment 0006 to incorporate one final clarification (Question 49). PROPOSAL SUBMISSION DEADLINE: The deadline for receipt of proposals remains unchanged and is Monday, June 15, 2026, at 10:00 AM MDT. ACTION REQUIRED: Offerors must acknowledge receipt of all amendments (including Amendment 0006) by signing and returning Page 1 of the Standard Form 30 (SF 30) with their proposal submission. All other terms, conditions, and attachments remain unchanged. AMENDMENT 0005 - Solicitation W911S626RA001 (Environmental Support Services - DPG) Description of Amendment 0005: The purpose of Amendment 0005 is to provide final Government responses to industry questions, update proposal instructions, establish final cybersecurity evaluation criteria, and provide updated attachments. Q&A Incorporation: Attaches the final, consolidated Questions and Answers document (Questions 1-48). This document establishes firm pricing baselines for TSCA and UST requirements and clarifies CMMC 2.0 compliance expectations. Updates to Instructions to Offerors (Addendum to FAR 52.212-1): Page Limits: Clarifies that Key Personnel resumes are included in the Volume II page count, whereas signed Letters of Commitment are excluded. Price Proposal: Incorporates a labor rate breakdown for TSCA Technical Writing Support (0.25 FTE) in the newly added Table 3 of the pricing spreadsheet. Cybersecurity: Requires the submission of 10-digit CMMC Unique Identifiers (UIDs) and a verbatim CMMC affirmation statement in Volume I. Updates to Evaluation Criteria (Addendum to FAR 52.212-2): Removes Cybersecurity/CUI Protection as a Mission Capability technical sub-factor (former Sub-factor 8). Establishes CMMC 2.0 compliance as a strict Pre-Award Responsibility and Eligibility Requirement, outlining the specific SPRS scoring threshold (minimum 0.8 ratio) required to achieve a valid "Conditional" or "Final" status prior to award. Attachment Updates: Replaces the Price Proposal Spreadsheet and the Cybersecurity Compliance Requirements attachment with updated versions. ADMINISTRATIVE NOTE REGARDING PROPOSAL SUBMISSION: All pricing data shall be entered exclusively on the Price Proposal Spreadsheet (Attachment 01). Offerors are not required to enter pricing on the continuation pages (pages 2 to 7) of the SF 1449. To satisfy administrative submission requirements, offerors only need to submit a signed Page 1 of the SF 1449 and a signed Page 1 of all SF 30 Amendments. ACTION REQUIRED: Offerors must acknowledge receipt of all amendments by signing and returning Page 1 of the associated Standard Form 30s (SF 30) with their proposal submission. Amendment 0002: Replaced Attachment 03 (Past Performance Questionnaire) with a revised version tailored to Environmental Services. Amendment 0001: Updated PWS Sections 3.2 and 3.3 and TE-1 to clarify Contractor is required to provide temporary office facilities. BASE SOLICITATION OVERVIEW: The Mission and Installation Contracting Command (MICC) - Dugway Proving Ground (DPG) has a requirement for comprehensive Environmental Support Services. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to operate the DPG Central Hazardous Waste Storage Facility (CHWSF) and manage hazardous, non-regulated, and decontaminated chemical agent-related waste streams. Additionally, the Contractor shall execute regulatory compliance support to ensure DPG operates in accordance with its RCRA Part B Permit, Clean Air Act (CAA) Title V Permit, and English Village Landfill Permit. ACQUISITION STRATEGY & SET-ASIDE This requirement is being solicited as a 100% Total Small Business Set-Aside utilizing commercial procedures under FAR Part 12 and negotiated procedures under FAR Part 15. NAICS Code: 562112 (Hazardous Waste Collection) Size Standard: $47.0 Million Contract Type: Single-Award, Firm-Fixed-Price (FFP) Period of Performance: One (1) month Phase-In, eleven (11) month Base Period, and four (4) 12-month Option Periods. Source Selection: Lowest Price Technically Acceptable (LPTA). PROPOSAL SUBMISSION DEADLINE Proposals are due no later than 10:00 AM MDT on Monday, 15 June 2026.
