Dugway Proving Ground Environmental Support / Central Hazardous Waste Services - RFP Amendment 0006
The Department of the Army, Mission and Installation Contracting Command (MICC) at Dugway Proving Ground (DPG), is seeking environmental support services under solicitation W911S626RA001. This 100% small business set-aside involves operating the DPG Central Hazardous Waste Storage Facility (CHWSF) and managing various waste streams, including hazardous, non-regulated, and decontaminated chemical agent-related materials. The contractor will provide regulatory compliance support for DPG’s RCRA Part B, Clean Air Act (CAA) Title V, and English Village Landfill permits. This is a Lowest Price Technically Acceptable (LPTA) procurement conducted under FAR Part 12 and 15. The resulting firm-fixed-price contract includes a one-month phase-in, an eleven-month base period, and four 12-month options. Work will be performed at Dugway Proving Ground in Utah, which operates on a four-day work week and requires specific security protocols for a chemical/biological surety site. Amendment 0005 finalized the government's Q&A and established cybersecurity requirements, including a mandatory CMMC Level 2 (Self) status and a minimum SPRS score of 88/110. The amendment also released a conformed solicitation and a final pricing spreadsheet that includes specific labor rates for TSCA technical writing. Amendment 0005 provides the final conformed solicitation, incorporating all previous changes. It finalizes the government's Q&A, sets the pricing baseline for TSCA and UST requirements, and clarifies CMMC 2.0 compliance. Offerors must submit a three-volume proposal and acknowledge all amendments. Maintain environmental compliance and operational readiness across a large, remote installation. The contractor must provide all personnel, equipment, and facilities, including temporary office struct…
