This is a Special Notice and does not constitute a commitment, implied or otherwise, that the National Aeronautics and Space Administration (NASA) will take action in this matter.
Background:
As NASA plans for the retirement of the International Space Station at the end of the decade, the ability of private industry to take on the task of providing routine utilization of low-Earth orbit (LEO) and maintaining a continuous U.S. presence in space is of vital importance to both NASA and U.S. goals.
In a multiphase strategy, the Lyndon B. Johnson Space Center’s (JSC) Commercial Low-Earth Orbit Development Program (CLDP) is helping to spur the development of new low-Earth orbit space destinations and supporting systems from private industry. These systems may include end-to-end services such as the in-orbit destination, visiting vehicles, and supporting launch vehicles and ground systems.
NASA is currently developing requirements for Commercial LEO Destination (CLD) capabilities to safely support operations of NASA astronauts and spaceflight participants in LEO on a commercially owned and operated space system. See the links here for additional information: https://www.nasa.gov/leo-economy/low-earth-orbit-economy/ and NASA's Low Earth Orbit Microgravity Strategy.
Purpose:
NASA’s CLDP is providing an industry update per the attached presentation slides to communicate the CLD’s Phase 2 acquisition strategy. Industry is invited to provide input in the form of written questions and/or comments to support NASA’s evolving acquisition strategy and enable NASA to refine and mature the Phase 2 acquisition strategy. All questions/comments must be submitted electronically via email to Rogelio Curiel at [email protected] no later than 5:00pm EST on Jan 7, 2025. Please reference "80JSC025CLDPacquisitionUPDATE2024DEC" in any response. Telephone questions will not be accepted. NASA expects to provide additional information in the form of questions and answers; therefore interested parties should note that any questions submitted and their corresponding answers will be posted on this website on a non-attributable basis.
NASA plans to provide additional opportunities to communicate to Industry and intends to hold future acquisition strategy briefings. The next acquisition briefing is tentatively planned the week of Jan 13, 2025 (additional details are forthcoming and will be posted on SAM.gov).
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.
The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center is conducting market research for Phase 2 of the Commercial Low Earth Orbit (LEO) Development Program (CLDP). As NASA prepares for the retirement of the International Space Station at the end of the decade, the agency seeks to facilitate the development of privately owned and operated space destinations and supporting systems. This program aims to ensure a continuous U.S. presence in space through end-to-end services, including in-orbit destinations, visiting vehicles, launch vehicles, and ground systems. NASA is currently maturing requirements for these capabilities to support the safe operation of astronauts and spaceflight participants on commercial platforms.
This special notice, identified by solicitation number 80JSC025CLDPacquisitionUPDATE2024DEC, serves as an update to the acquisition strategy. NASA has released updated presentation slides and a questions and answers document in lieu of a previously planned January 2025 briefing. Industry input is requested in the form of written questions and comments to assist NASA in refining and maturing the Phase 2 strategy. The primary place of performance is Houston, Texas, and the activity is classified under NAICS 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and PSC AR11, Space R&D Services; Space Flight, Research and Supporting Activities; Basic Research.
Electronic responses must be submitted via email to Rogelio Curiel no later than 5:00 p.m. EST on January 10, 2025. This notice does not constitute a formal solicitation, and any future strategy briefings or solicitation releases will be announced separately. Documentation associated with this update includes three attachments: the December 2024 acquisition update slides, a revised version of those slides posted on January 27, 2025, and a summary of questions and answers from industry.
