The United States Forest Service (USDA-FS) Incident Procurement Logistics office is seeking proposals for the National Mobile Food Service Unit (MFSU) program to support fire suppression, all-hazard incidents, and severity assignments throughout the western United States. Under solicitation 1202SC24R2100, contractors must provide all supervision, labor, equipment, and supplies necessary to deliver nutritional hot and cold meals, shift provisions, and supplemental items to incident personnel. These units must be capable of operating in diverse environments ranging from adversely impacted urban areas to remote, primitive locations. The procurement is classified under NAICS 722310 for Food Service Contractors and PSC F003 for Natural Resources/Conservation- Forest-Range Fire Suppression/Presuppression. This requirement is designated as a Small Business Administration (SBA) set-aside.
The government intends to award multiple-award, Indefinite Delivery-Indefinite Quantity (IDIQ) contracts featuring fixed-price line items for each MFSU. The acquisition follows a two-phase process: Phase 1 involves awarding "Parent" IDIQs to technically acceptable and reasonably priced offerors, while Phase 2 utilizes a Lowest Price Technically Acceptable (LPTA) selection process for specific task orders issued only to Parent IDIQ holders. The initial performance period begins at the date of award and runs through December 31, 2025. The government maintains the option to renew these contracts for four additional one-year periods, potentially extending the total duration to five years, with an additional six-month extension option.
Performance will take place at various field locations across the United States. Responses to this solicitation are due by April 25, 2025, at 15:30 EDT. The solicitation includes 15 attachments, such as the National MFSU RFP, pre-solicitation conference transcripts and attendance reports, question-and-answer forms, and standard amendment forms (SF-30). These materials incorporate government responses to inquiries raised both before and during the pre-solicitation conference.
