Original Description

PURCHASE DESCRIPTION Compressed Gas Cylinders Red River Army Depot (RRAD) has a requirement for various gas cylinders. The Contractor shall provide compressed gas cylinders listed in contract line items (CLINs) on the solicitation to various buildings on the RRAD footprint weekly. Contractor shall meet Department of Transportation (DOT) standards found in 49 Code of Regulations (CFR) subpart G, section 173.300 through 340 in handling compressed gas. The contractor is responsible for providing personnel and products to multiple sites/ locations throughout RRAD which fluctuate and vary on a weekly basis. The Government intends to obligate/bulk fund various line items via delivery order for staggered delivery/exchange of funded cylinders each week which will include cylinder locations via Weekly Load Sheet (WLS). The WSL will also include the CLIN/material/building number/quantity/identify whether new or exchange is required (CDRL A002). One WSL per delivery order. The Contractor shall not accept any order/request for delivery/exchange except from the Contracting Officer. The WLS will be provided electronically by the Contracting Officer to the Contractor no later than (NLT) close of business (COB) every Thursday. The contractor shall return the WSL to the Contracting Officer electronically the following Monday in accordance with (IAW) CDRL A002 and delivery of WSL items Tuesday each week. During holidays or in case of unforeseen circumstances, Contractor shall adjust delivery date based upon Contracting Officer guidance. The Contractor shall provide any needed movement of cylinders between buildings as requested by local RRAD POC (Point Of Contact) on Tuesdays delivery only. Any applicable rental fees shall be included in unit prices and delivered FOB Destination. Contractor shall invoice monthly via Wide Area Workflow (WAWF) for delivered/exchanged cylinders only. Contractor shall attach the WSL in WAWF with each monthly invoice in support of invoice totals. The Contractor shall replace/exchange each WSL identified empty gas cylinder with a full gas cylinder (one for one based on load sheet requirements). All gases shall be certified at 99.9 percent pure (CDRL A001). Under no circumstances shall the Contractor replace an empty cylinder with a full cylinder if said cylinder is not funded via delivery order. Verification of the delivery/exchange requirements will be based upon the inspection of the RRAD POC with the WSL. HazMat labels will be removed by RRAD POC. Contractor shall palletize cylinders for delivery and pick-up to ensure safe handling. The Contracting Officer will notify the Contractor of any issues and the Contractor shall remedy/return within 24 hours of notification.
