NAVAIR is still developing responses to some of the questions received related to draft solicitation N0001924R0002. Initial questions and answers (Q&As) have been added to the PIEE solicitation module. NAVAIR plans to add cumulative Q&A files to PIEE. If not done so already, to obtain access to these files, all interested parties must be from companies that have obtained a certified DD Form 2345 (Militarily Critical Technical Data Agreement) related to preparing and submitting a proposal in response to this solicitation and performing under a contract resulting from this solicitation. To obtain certification, contact Defense Logistics Information Service at (800) 352-3572 or http://www.dlis.dla.mil/jcp/documents.asp. NAVAIR hereby invites interested parties to participate in a Presolicitation Conference to be held virtually via MS Teams on Thursday, 21 September 2023 beginning at 09:00 am Eastern Time. The primary purpose of the Conference is for NAVAIR to provide an understanding of the draft solicitation (N0001924R0002) with a focus on Sections L and M. The Conference, and the days leading up to the Conference, also provides an opportunity for industry to provide feedback prior to final solicitation release.
Since Controlled Unclassified Information (CUI) will be discussed, all attendees must be from companies that have obtained a certified DD Form 2345 (Militarily Critical Technical Data Agreement) related to preparing and submitting a proposal in response to this solicitation and performing under a contract resulting from this solicitation. To obtain certification, contact Defense Logistics Information Service at (800) 352-3572 or http://www.dlis.dla.mil/jcp/documents.asp. Each company’s certified DD Form 2345 must be transmitted to and received by Contract Specialists Samuel Thorn ([email protected]) and Ryan Chandlee ([email protected]) by 18 September 2023. All attendees must register to attend by 4:00 pm Eastern Time on 18 September 2023 using the registration form provided in this Notice.
Attendees are encouraged to review the draft solicitation N0001924R0002 which is posted in the Solicitation Module of the U.S. Government Procurement Integrated Enterprise Environment (PIEE) website (https://wawf.eb.mil). The solicitation, including all attachments, is posted in the Solicitation Module of the U.S. Government PIEE website. The Government may also post some technical documents to assist Offerors with developing their proposals. Some of the attachments and technical documents may contain Controlled Unclassified Information (CUI).
Distribution of CUI by an Offeror to that Offeror’s team members, partners, subcontractors, suppliers and/or vendors shall be the responsibility of the Offeror and shall be limited to a “need to know” basis. All guidance contained herein with regard to handling, distribution and destruction of CUI shall be flowed down to all team members, partners, subcontractors, suppliers and/or vendors. Those who access or take receipt of CUI shall comply with all laws, export controls and distribution statements associated with the document.
Due to certain CUI being export-controlled, all requests for access to attachments and technical documents containing CUI must be in writing and must include a certified copy of a DD Form 2345, Military Critical Technical Data Agreement. To obtain certification, contact Defense Logistics Information Service at (800) 352-3572 or http://www.dlis.dla.mil/jcp/documents.asp.
After obtaining a certified DD Form 2345, each Offeror shall transmit via email its written request for access to solicitation attachments and technical documents containing CUI, with the certified DD Form 2345 attached to the email, to Contract Specialists Samuel Thorn ([email protected]) and Ryan Chandlee ([email protected]).
Each potential Offeror shall certify that no dissemination of any export-controlled solicitation attachments and technical documents containing CUI subject to this requirement will occur in a manner that would violate applicable export control laws and regulations via submittal of their approved DD Form 2345. Upon review of the Offeror’s written request, verification of Offeror’s status and acknowledgement of the Offeror’s responsibility under the US Export laws and regulations, the Government will provide the Offeror access to the solicitation attachments and technical documents.
Each Offeror who was granted access to the solicitation attachments and technical documents and later decides to “no bid” shall provide certification of the destruction of the attachments and technical documents. Each Offeror shall provide the destruction certification on corporate letterhead within 10 business days of such a decision or by the proposal submittal deadline, whichever is earlier, via email to the aforementioned contract specialists. All Offerors, other than the successful Offeror(s), shall destroy all solicitation attachments and technical documents obtained and provide proof of such destruction via signed letter on corporate letterhead transmitted via email to the aforementioned contract specialists.
If an attendee desires to have questions answered during the Conference, the attendee needs to submit the questions to Contract Specialists Samuel Thorn ([email protected]) and Ryan Chandlee ([email protected]) by 4:00 pm Eastern Time on 11 September 2023. Please submit questions using the attached file named PreSolicitConf QA Form Offeror Name.xlsx (Q&A File) and replace Offeror name with the questioner’s company name.
Although questions are encouraged to be asked during the Conference, the Government respectfully requests that all verbal questions be followed-up in writing via the Q&A File and emailed to the Contract Specialists.
NOTE that to be considered prior to final solicitation release, please submit questions to the Contract Specialists not later 4:00 pm Eastern Time on Monday, 25 September 2023. Any proprietary information provided in the questions or comments shall be marked or annotated accordingly.
NAVAIR plans to post Questions and Answers to the Solicitation Module in PIEE.
