THE WORK CONSISTS OF THREE COMPONENTS: (I) CONTINUATION OF PAST WORK TO COMPUTE ATMOSPHERE-OCEAN AND ATMOSPHERE-LAND BIOSPHERE FLUXES, AS WELL AS THEIR EVALUATION USING FORWARD MODELING IN GEOS-5; (II) ENHANCEMENTS OF GEOS-5 FOR CARBON MONITORING, INCLUDING A MODEL STUDY OF THE INTERMINGLING OF UNCERTAINTIES IN ANTHROPOGENIC AND LAND-BIOSPHERIC CARBON EMISSIONS, AND DEVELOPMENT OF AN ENHANCED ASSIMILATION CAPABILITY TO INCLUDE MULTIPLE SPACE-BORNE CO2 ESTIMATES (FROM AIRS AND ACOS-GOSAT); (III) A FOCUSED ACTIVITY THAT EXAMINES ASPECTS RELATED TO TOP-DOWN (INVERSE) ESTIMATES OF CARBON FLUXES. IN THE RECENT PAST (2005), TESI DELIVERED AN 8-KW ENGINEERING MODEL PROTON EXCHANGE MEMBRANE FUEL CELL POWER SYSTEM TO NASA AS A DELIVERABLE UNDER THE 2ND GENERATION LAUNCH TECHNOLOGIES/ORBITAL SPACE PLANE PROGRAM. AT ABOUT THAT SAME TIME, NASA WAS DEVELOPING IN-HOUSE A FUEL CELL SYSTEM THAT WAS INTENDED AS THE PRIMARY MOTIVE POWER SOURCE FOR THE SCIENCE, CREW, OPERATIONS,&UTILITY TEST BED (SCOUT) VEHICLE. FOR THAT EFFORT, NASA PROCURED A 72-CELL NG-2000 STACK FROM TESI, BUT THAT PROJECT WAS ULTIMATELY CANCELLED. AN IN-HOUSE RESEARCH AND DEVELOPMENT EFFORT INVESTIGATING EJECTOR-BASED REACTANT CIRCULATION PUMPING WAS COMPLETED IN 2008, AND THE FINAL PRODUCT WAS A FUEL CELL OPERATIONAL VERIFICATION TEST BED, WHICH INCLUDED THE ORIGINAL SCOUT FUEL CELL STACK. THE CALIBRATED OBSERVATIONS OF RADIANCE SPECTRA FROM THE ATMOSPHERE IN THE FAR-INFRARED (CORSAIR) PROJECT HAS BEEN ESTABLISHED TO PROVIDE FAR-INFRARED DETECTORS THAT DO NOT REQUIRE CRYOGENIC COOLING TO LIQUID NITROGEN OR LIQUID HELIUM TEMPERATURES FOR THE FUTURE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA) CLIMATE ABSOLUTE RADIANCE AND REFRACTIVITY OBSERVATORY (CLARREO) MISSION. THE CLARREO MISSION WAS DEFINED BY THE RECENT NATIONAL ACADEMY OF SCIENCE DECADAL SURVEY. THE FUNDAMENTAL MEASUREMENT TO BE MADE AS PART OF THE CLARREO MISSION IS OF THE SPECTRALLY RESOLVED INFRARED RADIANCE (W CM-2 SR-1 CM-1) OF THE EARTH AND ITS ATMOSPHERE.
