Announcement for Proposal for land parcels at the NASA GRC Neil Armstrong Test Facility (ATF)

The National Aeronautics and Space Administration (NASA) issued this Announcement for Proposal (AFP-GRC-ATFLP-2026) to solicit interest in leasing underutilized, non-excess land parcels at the Neil A. Armstrong Test Facility (ATF) in Sandusky, Ohio. The available land consists of five parcels totaling approximately 1,736 acres of largely undeveloped, access-controlled property within the facility’s "Fee Area." NASA intends to establish Enhanced Use Lease Agreements (EULA) for all or any part of these parcels, providing selected tenants with access to supporting infrastructure and specific property regions in the north central, south, and east portions of the facility. This requirement is classified under PSC X1PC for the lease or rental of unimproved real property (land), and there is no assigned set-aside.

The solicitation schedule includes a deadline for site visit requests by March 27, 2026, with the site visit occurring on April 16, 2026.
