Opportunity

The purpose of this Request for Quotations and any resultant Agreements is to acquire the services of Heavy Equipment Dozer, Excavators (Masticators), and Transports for use on a local, Regional, and Nationwide basis. (Note: Tractor Plows are not included in this solicitation for Region 5.) The Agreements will be competitively awarded by Dispatch Centers within Region 5 of the Forest Service and may be used for wildland fire suppression, all hazard activities, and severity. Awards resulting from this solicitation will be made using the Cascading Set-Aside Procedure as posted on the VIPR website http://www.fs.fed.us/business/incident.php. The Contractor is responsible for all equipment, materials, supplies, transportations, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in the protection of lands, to include but not be limited to, severity, fire suppression, and all-hazard incidents.1.) Quotes shall be submitted in the Virtual Incident Procurement system (VIPR). To access VIPR you are required to have a Level 2 eAuthentication account that provides the ability to conduct official electronic business transaction. Formatta Filler Software is required for this solicitation in order to view and fill in the necessary electronic solicitation forms. Formatta Filler is a free software and is available at: http://www.formatta.com. 3.) NO telephone requests for the solicitation package will be accepted, and NO paper copies will be issued. 4.) Vendors are required to be registered in the Central Contractor Registry (CCR) and are encouraged to complete the On-Line Registration and Certifications Application (ORCA) as stated in the solicitation. 6.) This solicitation will be incorporating the clauses for Small Business Set-aside of FAR clauses: 52.219-3, 52.219-27, 52.219-6. Awards will be made using the Cascading Set-Aside Procedure that is noted on the VIPR website. 7.) Vendors will also be required to provide the following supporting data as to their selection of small business set-asides including SDVOSB and Hubzone.
