It is anticipated that this change will be codified into U.S. Code § 3458 on 6/30/2026. However, there is...

The C-17 System Program Office (SPO) has a requirement for a system that can capture all data that is present across all data buses and fuel quantity computers of the C-17 aircraft. The Database Recording System (DBRS) effort (AF 1067, AMC 19-158) would retrofit the United States Air Force (USAF) C-17 fleet with Line Replaceable Units (LRU) to record the data bus traffic on the C-17 bus network. This comprehensive aircraft data collection system will record, transfer and retain all databus traffic on the C-17. As part of this effort, the hardware first needs to be procured. Once the hardware is procured, installs will be accomplished in the field as the LRU will connect to a wiring harness permanently installed on the aircraft. At this time, national stock numbers (NSN) and part numbers are unknown as this effort will be competitively sourced. The procurement strategy would be to purchase the LRU and spares for all 222 of the USAF C-17 fleet. Twelve testing articles for Boeing Avionics Integration Support Facility (AISF) and USAF flight tests (7 LRUs and 5 spares) will also be procured to support integration. Three kits and one spare will be procured by the North Atlantic Treaty Organization (NATO) Airlift Management Program (NAMP) to support its fleet. The total number of LRUs will be 257 (222 for the USAF C-17 fleet, 5 Boeing AISF, 3 NAMP, and 27 spares).
The Department of the Air Force, AFLCMC WLMKA, is issuing this special notice under solicitation number FA8526-26-R-B007 for the C-17 Database Recording System (DBRS) effort. This project involves procuring a system to capture, record, transfer, and retain data present across all data buses and fuel quantity computers of the C-17 aircraft. The procurement falls under NAICS 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing and PSC 6610 FLIGHT INSTRUMENTS. This effort is designated as an SBA Small Business Administration set-aside with a place of performance in Warner Robins, GA.
The DBRS effort (AF 1067, AMC 19-158) requires retrofitting the United States Air Force fleet with Line Replaceable Units (LRU) that connect to permanently installed wiring harnesses. The procurement strategy encompasses a total of 257 LRUs, which includes 222 units for the USAF C-17 fleet, 5 units for the Boeing Avionics Integration Support Facility (AISF), 3 units for the North Atlantic Treaty Organization Airlift Management Program, and 27 spares. Additionally, 12 testing articles will be procured to support integration and flight tests. Hardware will be competitively sourced, followed by installations accomplished in the field.
Responses to this notice are due by May 1, 2026, and the primary point of contact is Robert Rollins. The government is currently seeking vendor input on requirements and evaluation criteria via a draft Request for Proposal and associated vendor question-and-answer documents. Due to the Revolutionary FAR Overhaul and anticipated updates to U.S. Code § 3458 on June 30, 2026, the Air Force may seek a class deviation to transition this procurement to a Commercial Solution Opening, which would likely revise proposal requirements to align with commercial product policies. Three attachments are associated with this notice, including the draft solicitation and two versions of vendor questions.
