***4/16/2026*** All Interested Contractors – Due to the Revolutionary FAR Overhaul (RFO), Source Selection procedures are a quickly changing policy landscape. Based upon the FY26 NDAA, Commercial Solution Opening (CSO) use is expanded beyond “innovate” solutions to all commercial products. It is anticipated that this change will be codified into U.S. Code § 3458 on 6/30/2026. However, there is...

The C-17 System Program Office (SPO) has a requirement for a system that can capture all data that is present across all data buses and fuel quantity computers of the C-17 aircraft. The Database Recording System (DBRS) effort (AF 1067, AMC 19-158) would retrofit the United States Air Force (USAF) C-17 fleet with Line Replaceable Units (LRU) to record the data bus traffic on the C-17 bus network. This comprehensive aircraft data collection system will record, transfer and retain all databus traffic on the C-17. As part of this effort, the hardware first needs to be procured. Once the hardware is procured, installs will be accomplished in the field as the LRU will connect to a wiring harness permanently installed on the aircraft. At this time, national stock numbers (NSN) and part numbers are unknown as this effort will be competitively sourced. The procurement strategy would be to purchase the LRU and spares for all 222 of the USAF C-17 fleet. Twelve testing articles for Boeing Avionics Integration Support Facility (AISF) and USAF flight tests (7 LRUs and 5 spares) will also be procured to support integration. Three kits and one spare will be procured by the North Atlantic Treaty Organization (NATO) Airlift Management Program (NAMP) to support its fleet. The total number of LRUs will be 257 (222 for the USAF C-17 fleet, 5 Boeing AISF, 3 NAMP, and 27 spares).
The Department of the Air Force, AFLCMC WLMKA, has issued a special notice for the C-17 Data Recorder program under solicitation number FA8526-26-R-B007. The C-17 System Program Office requires a Database Recording System (DBRS) to retrofit the United States Air Force (USAF) C-17 fleet. This system will utilize Line Replaceable Units (LRU) to record, transfer, and retain all data bus traffic across the aircraft network and fuel quantity computers. The procurement strategy encompasses 257 total LRUs, including 222 for the USAF fleet, 12 testing articles for flight tests and the Boeing Avionics Integration Support Facility, and four units for the North Atlantic Treaty Organization Airlift Management Program. Following hardware procurement, installations will be performed in the field using permanently installed wiring harnesses.
This effort is designated as a Small Business Set Aside (SBA) and is classified under NAICS code 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, and PSC 6610, Flight Instruments. Due to evolving policy from the Revolutionary FAR Overhaul and the FY26 NDAA, the government anticipates seeking a Class Deviation to utilize Commercial Solution Opening (CSO) procedures for this acquisition. If approved, the current draft Request for Proposal (RFP) will be revised to align with CSO requirements, likely resulting in a FAR-based contract with reduced proposal requirements.
The place of performance is Warner Robins, Georgia, and the primary point of contact is Robert Rollins. The response deadline for this notice is May 1, 2026. Available metadata includes three attachments: a draft RFP solicitation posted in February 2026 and two versions of vendor questions and answers documents updated through May 2026. National stock numbers and part numbers are currently unknown as the requirement will be competitively sourced.
