RFLP Artificial Intelligence (AI) Data Center Development at Joint Base Elmendorf Richardson, Eielson Air Force Base, and Clear Space Force Station

The Department of the Air Force (DAF) is issuing solicitation AFCEC-26-R-0006 to request lease proposals for the development of commercial Artificial Intelligence (AI) data centers. Under the authority of 10 U.S.C. § 2667, the government intends to lease underutilized parcels of land to qualified non-federal entities in exchange for monetary consideration at no less than fair market value. The project scope involves private commercial data center use on three active military installations in Alaska: Joint Base Elmendorf Richardson, Eielson Air Force Base, and Clear Space Force Station. Offerors may propose developments for one or more installations based on commercial viability, but they must not include government purchases of AI services or power in their initial concepts.

Following the evaluation of proposals, the government intends to select one or more potential lessees to enter into negotiations for long-term ground lease agreements. While the government may purchase services or power from the completed projects in the future, such arrangements would be handled through separate contracts. The objective of this initiative is to optimize the value of federal real property assets in accordance with Executive Order 13327 and Air Force installation policy. Performance will take place at the specified installations within Alaska.
