RFLP Artificial Intelligence (AI) Data Center Development at Joint Base Elmendorf Richardson, Eielson Air Force Base, and Clear Space Force Station

The Department of the Air Force is issuing solicitation AFCEC-26-R-0006 to solicit proposals for the development of private commercial Artificial Intelligence (AI) data centers on active military installations in Alaska. Under this Request for Lease Proposal (RFLP), the government intends to lease underutilized land parcels at Joint Base Elmendorf Richardson, Eielson Air Force Base, and Clear Space Force Station to qualified developers. This initiative is authorized by 10 U.S.C. § 2667 and Executive Order 13327, which allow the government to lease real property to non-federal entities in exchange for monetary consideration at no less than fair market value.

There is no set-aside, designated as NONE (NONE). Offerors may submit development proposals for one or more of the installations based on their assessment of commercial viability. While the government may negotiate separate contracts for AI services or power in the future, the current RFLP is strictly for long-term ground lease agreements, and initial concepts must not assume government purchase of data center services.
