Management of Government-Owned Contractor-Operated (GOCO) retail fuel facilities at Laughlin AFB, TX and Randolph AFB, TX

The Defense Logistics Agency, DLA Energy, has issued solicitation SPE603-25-R-0512 for fuel management services at Government-Owned Contractor-Operated (GOCO) retail fuel facilities. The scope of work involves the receipt, storage, transfer, issuance, and accounting of fuel and cryogenic products at Randolph Air Force Base and Laughlin Air Force Base in Texas. The selected contractors must utilize best commercial practices to ensure fuel quality, maintain inventory accuracy, and prevent environmental impacts. This procurement is designated as a Service-Disabled Veteran-Owned Small Business Concern (SDVOSBC) set-aside. The agency intends to issue two separate contract awards, one for each installation.
